Promoting Women in Security Governance and Building Resilience through Positive Peace
近年來,數位與人工智慧科技、經濟轉型、地緣政治正對東亞各國的性別平等帶來更加複雜且多變的挑戰。在社會快速變遷的當下,許多安全議題尚未得到充分回應。日常生活與社群交流中,女性和性少數仍常遭受忽視與污名,甚至被迫承受恐懼及暴力;性別刻板印象伴隨厭女文化,讓職場的隱性歧視持續存在,並對許多人造成實質傷害;在國家層次,外在的衝突威脅對性別平等、社會共融的追求是考驗或是助力,將取決於我們的價值選擇與能否展開集體行動。
國際經濟與和平研究所(Institute for Economics and Peace)在「積極和平」(positive peace)倡議中提出,消除既有不平等與不公平、尊重不同性別者的權利、讓所有社會成員發揮潛能,有助於凝聚共識以回應外在威脅;2024 年 CEDAW 第 40 號一般性建議也再次強調,提升女性在地方、國家、區域和國際等層級決策的平等與實質參與,是建構韌性社會所不可或缺。
2026 年東亞性別平等論壇將在過去三年累積的基礎上,再度集結臺灣、日本、韓國等地的公民團體、研究者與政策制定者,討論如何將性別觀點融入不同層面的安全治理,進而能在面對衝突時,發展出更強大的適應與修復能力。本論壇作為東亞開放對話的區域平臺,更期待讓參與者將提升「安全感」的新視野與解方帶回各自的工作與生活中,促成讓所有人都感到安心的韌性社會。
Rapid developments in digital and artificial intelligence technologies, economic restructuring, and shifting geopolitical conditions have made gender equality challenges in East Asia more complex than ever. Across physical and digital spaces, misogynistic culture and entrenched gender stereotypes undermine personal safety, freedom of expression, and meaningful participation in public life. At the same time, rising regional tensions and global uncertainty raise pressing questions about how societies respond to external threats, and whether such responses reinforce exclusion or open pathways toward more inclusive and resilient forms of collective action.
International frameworks increasingly emphasize that safety and resilience are not defined solely by the absence of violence, but by the presence of equality, inclusion, and social justice. The Institute for Economics and Peace, through its concept of Positive Peace, highlights the importance of reducing structural inequality, respecting the rights of people of all genders, and enabling all members of society to realize their potential. These principles are echoed in the CEDAW Committee's General Recommendation No. 40 (2024), which affirms that women's equal and substantive participation in decision-making at local, national, regional, and international levels is essential to building resilient societies.
Building on dialogues, trust, and regional connections developed over the past three years, the 2026 East Asia Gender Equality Forum convenes activists and gender-focused NGOs, researchers, and practitioners from Taiwan, Japan, and the Republic of Korea. As a civil society–led platform, it seeks to strengthen shared advocacy and regional solidarity, advancing a vision of safety grounded in dignity, inclusion, and collective well-being.
